apt won't work

I'm getting the severe problems with apt. Downloads from the repository ok, but then I get an error. the message is: 'No priority (or zero) specified for pin' So what's that? How do I give it a value.

That's with apt and synaptic, so it's obviously a problem with apt... probably with the enviormental vairable.

Has anyone run into this before?

Is there a fix?
