A squid3 regression update has been released for Debian GNU/Linux 9 LTS to address an issue introduced by the previous update.

The update of squid3 released as DLA-2278-1 contained an incomplete
fix for CVE-2019-12523 that prevented services which rely on the icap
or ecap protocol to function properly. Updated squid3 packages are now
available to correct this issue.
In addition the patch for CVE-2019-12529 was improved to use more code
from Debian's cryptographic nettle library.
For Debian 9 stretch, this problem has been fixed in version
3.5.23-5+deb9u3.
We recommend that you upgrade your squid3 packages.
