debootstrap has been updated to avoid pulling in usr-is-merged in testing
and unstable. This fixes creating testing/unstable chroots after
src:usrmerge is removed from the archive.

For Debian 11 bullseye, this problem has been fixed in version
1.0.123+deb11u3.

We recommend that you upgrade your debootstrap packages.
