PHP 8.3.12 RC1 has been released for testing with a bunch of bug fixes that address various issues in the core, DOM, fileinfo, MySQLnd, Opcache, and Streams. These fixes tackle a range of issues, from MSan false-positives to configure errors and build errors. There's even an uninitialized lineno in constant AST of internal enums. The release also fixes the problem with php_stream_memory_get_buffer() not being zero-terminated.
